Local authorities are on the front line in the prevention of radicalisation leading to terrorism and violent extremism. Repression alone cannot solve the problem. Prevention, signalling and providing programmes to help (potential) extremists to abandon violent extremism are also necessary. These actions must be organised at the local level and mobilise civil society.

The Congress of Local and Regional Authorities of the Council of Europe and the European Forum for Urban Security (Efus) aim, through this conference, to federate European Mayors and elected officials, to voice their needs, and to help them strengthen their capacity to prevent and tackle all forms of violent extremism.

It will also be the starting point of the Congress-Efus joint initiative “ Towards an alliance of European cities against violent extremism”, which aims at providing a platform to facilitate inter-city exchange at the political level and mobilising European local and regional authorities.

The initiative “Towards an alliance of European cities against violent extremism” will build on the activities envisaged in the Congress Resolution 381 (2015) and Recommendation 371 (2015) on “Combatting radicalisation at grassroots level: the role of local and regional authorities” as well as on Efus’ projects LIAISE and LIAISE 2 (“Local Institutions Against Extremism”), which are co-funded by the European Commission.

Initiated by two established European organisations, which have worked for years to bring together local and regional authorities around human rights and urban security issues, the initiative “Towards to alliance of European cities against violent extremism” will build on and work in partnership with existing structures and networks. The Aarhus conference will be hosted by the Mayor of Aarhus as well as the Mayor of Rotterdam and organised in partnership with the Strong Cities Network.
